I've spent a bit too long worrying about how to phrase this, but I'll get to the point. The Darius patch removed the ability for players in Solo/Due Queue to select free-to-play champions if they didn't own them. However, one thing wasn't changed as a result of this. While in the pick/ban phase of Solo/Duo queue, all free-to-play champions appear as "Available" with the exclamation mark on their heads, regardless of wether or not anyone on the enemy team has those champions. While this doesn't matter in those games where that one person has every champion, it definitely has more weight when your opponents have a smaller champion pool.

So, while I'm unaware of the systems behind Champion select, would it be possible to remove the free-to-play symbol in Solo-Duo queue?

That is a really great point and I'm happy you brought that up. If they decide to keep the exclamation points then they should just have the champions stay free.
