why do they keep urf mode ? and they keep the other mode as well. rito plz

What? I want urf mode back in NA please! :D My all time favorite mode after playing since the beginning of season 1.
Right now I just want harrowing.
Is China one of the countries where Riot isn't in direct control? I think it is, in which case, you have your answer.
