While I agree with you for the most part, and I definitely think the wording he used was poor, there is an argument you are overlooking. Riot's decision on what to rotate into free week isn't random assignment where you just wait and no matter what champ you want to try you will be waiting for about the same time. While for the most part this is a good thing (new champs come out for free week relatively soon after their release, stuff that has reworks is usually put in rotation immediately or pretty quick, things that become really popular new meta picks get thrown in) there ca be situations where it is bad. If you want to play something that is mechanically intense (read not beginner friendly and thus more likely to get free week), that isn't showing up in the meta suddenly because of an item change, and doesn't have any changes in the PBE coming, you may be waiting for much longer than most other champs.
While I agree that it doesn't matter much in the long run because IP exists and the fact at least half the champs I own sit on the shelf anyway since I usually just play ranked and some things just are harder to play if you don't main them, I do have a fried who plays dota instead of league because he had access to all the champs and found something he likes. I personally don't mind the system riot has, and I like league's art and champs better than dota for the most part so I play it, but it is worth noting that alternative business models exist, and there are some legitimate reasons to wish they were in the game you like. (Side note, I don't think it really will change anyone's mind though since the business model seems to be working and you don't fix what ain't broke.)
