[Suggestion] Starting gold / starting level in custom matches

I am the type of guy that likes to play all the champs and experiment with different builds. The problem is that I have to play a 45 minute game every time I want to try a full build.

I think it would be simple enough for Riot to add these two options (Choose starting level, Choose starting gold) to the custom games section and keep the same IP rules for custom. I mean, if everyone in the game has 999,999 gold and starts at level 18, it could be a ton of fun (and good practice). It would be a great tool for teams to practice their late game as well.

Someone also mentioned adding a level cap so they could practice low level farming etc -- that could be just as easy to add.
