0.5~1+ sec on New SF

I was playing ahri in the last two game in the new SF and it takes 0.5~1 more sec to pop up her Q and E, just very VERY hard to land a skill shot...FPS seems normal to me but sometime I even get the channeling bar when I try to Q someone ...so is riot telling me not to play << they skill shot
