Ranked in same Tier as your friends

So, when the new ranked system was introduced in Season 3 Riot announced that you would be placed in the same Tier group as your friends before you were placed in a random one. I have jumped Tiers multiple times now between seasons 3 and 5 sometimes before and sometimes after my friends jumped tiers and we have never once been placed in the same one. What is with that?

I thought they said they would try to do that if possible, I think there can only be so many people in one tier group.
