Substitution System

Riot should make an option where players can enter a substitute que, similar to solo que, but instead they are placed into the role of someone who has afk'd for an extended period of time, or DC'ed from the game. They obtain all of the same masteries, runes, and champion that the previous summoner had. A substitute will gain a portion of xp (dependent on time in game) and a fairly big ip reward (50-100 extra if win). This will reduce the amount of losses due to leavers, and also maybe make the punishment for leaving less harsh, or no punishment for non-frequent leavers (less than 10 a month). If they were to do this, the only problem I would see is an increase in leavers due to less punishment, so It would be debatable whether to keep the current leaver buster system or to abandon it. I feel many people would enter substitute que for the bonus, which would make games more fair for those who don't leave. It would be really cool to see a system similar to this implemented into the game.

The substitute queue could work... but why give leavers less of a penalty?

You should have to own the champion first. i.e. enter subq as darius, wait a bit, enter game as level 10 darius.
