NURF?

After the incidents and madness that was Ultra Rapid Fire (URF) and the current shenanigans with the mighty Doom Bots of Doom. I have been seeing the want for URF in almost every forum and new posts and updates. Doom Bots gave the power to bots and left players to find ways to handle them. This lead me to wonder about having the PvP mode that was URF and flip that on it's head. Give players a mode that was meant to challenge them and give them negative buffs, or just a negative version of the global URF buff.

So radom idea on this Negative URF buff could include reduced speed, cooldowns that would make skillshots something to praise and hold onto in fear of wasting. Reduced attack range, damage, other random shenanigans.

I know this probably seems like a bad idea, but was just something wandering about in my head.
