Campaign Mode (Offline Mode Possibility)

Okay, we know that there are many people with really bad internet connections, especially the west coast as of now. For those with bad connection, it may be hard to enjoy the game, or even improve at it. Personally I'm Silver 5 averaging 200-300 ping a game. Wouldn't it be nice to have a campaign mode? Maybe not offline, but maybe it could not run on ping? What would this storyline be about exactly? A storyline for every character (Unlikely with 127 champions) could be nice. One every time a champion is released. Any ideas suggestions would be helpful. You may think that Riot would never consider this because they wouldn't make much profit on this. Though they wouldn't really generate currency, the community would be able to practice and get better, which in result could the next generation of Challenger players, and a greater skill level for the community as a whole. If money is really their goal, they could just charge some rp as and called the Campaign a dlc expansion, much like Hearthstone's concept. Please fill in any holes if you could.
