Draft Pick Dodging

Have you ever gotten to around 4th or 5th pick in draft, and then somebody dodges? It can be annoying sometimes when that happens consecutively. Sure you can just say, well then just play blind if you don't wanna deal with it. But I have a suggestion for discouraging dodging in draft just because you got pick countered or your team sucks or something. My suggestion is that the longer the picks and bans go on, the longer the suspension will be if you dodge later on in the pick and ban phase; for example, if you dodged at the literal last second possible, you would incur a 13-15 minute match queue suspension. I don't mind having to sit through another occasional lobby if someone dodges, but it gets old fast when it happens 3-4 times in a row. Usually this doesn't happen but the few times it does it can take almost 15-20 minutes to get into a game.

Sure and apply it to all PvP queues not just draft. Dodging is ridiculous at high MMR no matter what mode you're playing.

I seems to me that this could actually have an opposite effect than desired...

Most people wait so long before dodging because they don't actually want to, or they don't care that much if they get countered, but mostly they don't want to get into game, and have someone afk on them, or feed. I know that when i dodge last second, it's usually because that last pick player is complaining that he wants mid lane and he'll feed if he doesn't get it, or someone plans on jungling even though team already has a jungler. So what I do is wait to see if they're actually going to troll, or switch their summoner spells out last second and just play right.

The problem with your idea is if people got banned longer if they waited until the last second to dodge, then no one would bother sticking it out to see if their team would actually cooperate, they would see someone joke, or pretend to take lane, or just accidentally pick jungler not realizing team already had one, even though they would change to help team, and people would automatically dodge. Overall, I think your idea would result in less last second dodging, but a lost more dodging overall...
