How to make team builder a mainstream thing

Everyone loves the concept of teambuilder. I mean, who would rather do a blind? You get the champion and lane you want very single time, there is a quasi absence of trolls, and there are never any fights for who gets the midlane. The only problem is the waiting time before a team can be assembled. The problem is people dont play teambuilder because the queue time is too long, and the queue time is too long because people don't play teambuilder. I have thought of a way to fix the problem. It really irritates me that teambuilder is not available until level 25, I think this contributes highly towards the unpopularity of the mode. Sooo, what if teambuilder was available from level 1, and Blind pick was not avilable until level 25? The new players would be very used to the teambuilder mode and queues would be shorter.
