Edit the summoner spells, the fire team shouldn't get blue spells.
fire team has no main support...
I like the idea, but limiting the items and summoner spells is a bad idea. Sure, it's nice thematically, but it'd be unplayable.
Fire has 3 endgame items to Ice's 4. Wouldn't matter though, Shyvana and Kayle would be nearly unstoppable due to their high sustainable magic damage vs. a team with no MR choices and Mundo would just never die, while Ice has nothing that gives much in the way of AD or AP so they're relying on base damages only. Lots of CC doesn't mean much if you can't deal damage to a team where every member has a Locket of the Iron Solari and a Sunfire Cape.
Sounds cool but its unbalance in favor for the fire team I can't really give out pointers because I don't see how you could balance it out. Sorry about that.
