Make URF Permanent

Yes. Try not to talk of things you don't know about. URF Q&A and Red posts are there clearly explaining why they have not made it permanent (even from last year), but there's always people that refuse to read up on it and go making demands claiming "no response at all regarding this topic". When you say there is no response, since there really is I can only assume you simply didn't bother looking because if you found it you wouldn't have a justification for your anger. People that shit all over Riot like this for no reason are why they don't spend much time on the forums.

Do I expect everyone to follow Red posts and get this info? No. Do I expect just those making public claims and demands of Riot to actually check what their position on it is first? Yes.

Unfortunately I couldn't find the Red post that expanded on it in a direct reply to someone with the same concerns as you. It was somewhere in surrenderat20's Red Post collection, explaining how the scramble to play URF breaks the servers, then becomes a barren wasteland shortly afterward as people are burned out, and how keeping URF balanced and updated is impossible to keep up with.

Seriously, read the News on the front page, look at the links they have in them, and check third-party Red Post collections like S@20 if you actually want to keep up to date on these things.
