Enable 3 v 3 normal's and ranked Permanently on OCE
For when you are tilting in rank 
and ARAM does your head in 
and on a side note i know alot of people that stay on NA or Whatever just because of 3 v 3

There aren't enough players on OCE willing to play 3v3 to maintain permanent 3v3 queues. It's difficult enough maintaining these queues on NA, a much higher population server.
Also, post this sort of thing on our own forums, this really doesn't need to be here.
