Do away with wait times.

I have been playing league of legends for two years now I am still finding wait times for "dodging" Que a little bit ridiculous. I understand sometimes its annoying having five games dodged in a row but honestly it is better then spending 20 mins trying to find a game then 20 mins waiting to surrender. But many times over these two years I have found my self wanting to dodge Que because the people I am about to Que up with are already toxic and the game hasn't even begun yet. All this being said I believe riot should find a more accommodating solution to Que dodging.

Here is what I propose: Like surrendering summoners within a Que should have a five person vote to ether dodge Que or boot another summoner out of their team. I believe this voting system would help clean league of its toxic players (because people who are serious about winning would boot toxic players out of their Que) and this voting system would also be less time consuming and would encourage people to stay playing league instead of dodging twice and moving on to some other game that does not have wait times for dodging such as COD or BF2 or some other MMO.
