Supports in Team biulder

So I don't troll but i wanted to try a thing on team builder. So what I did was pick Leona as support bottom lane, go into a lobby and just wait, i didn't ready up I did talk I just sat there. There were many lobby's where they did not want to kick do to the fear of not being able to another support. I understand what I was doing was wrong but what I feel needs to be addressed I was not punished in anyway for doing this , I'm not sure how but there should be some consequence for doing this or just make the whole finding a support in team builder. I did have an idea where in order to make in much faster make the two host have to be marksmen and support so the rest of the lobby is easier to find just an idea.
