I'd like to record my reaction and post it for my friends to see, also to give my thoughts of it. Is this allowed or no?

Riot encourages you to post content from the PBE across the web. Just makes sure you note that it is a WIP (Work in Progress) and subject to change!

There is no NDA associated with the PBE. At least none I would know of. So you should be free to post stuff.

After all it's called the Public Beta Environment :)
