Bard in Bot Lane?

So I was watching a game and at the 10 minute mark, three dots started glowing next to the bot lane river bush, forming Bard's symbol. has anyone else noticed this?

EDIT: I just tried to go back and grab an image of it, but it does not appear to show up on subsequent views.

There are 5 of these symbols scattered around the map, if you care to look for them. They're visible even when they aren't lit up.
