Make a testing realm. NOT PBE something different

I feel that a testing realm would be a good addition to the game. An area you could load up any champion with some kind of thing to attack with tweakable hp, resistances etc. the devil is in the details. start you off with 23,050 gold (enough to buy 6 ie's and a trinket upgrade) so you can buy up to full build any items. and minions (or anything of choosing) that stand still to the side 17 of them that each one give the needed amount for 1 lvl up so you can test your abilities at specific levels without having to be on a lvl 18 champ stats. Just an idea any feedback greatly appreciated good or bad.
