[gamemode] Shuffle

So me and some friends came up with a game mode. We call it shuffle! In the gamemode shuffle you pick a champion, after picking a champion you get that champions passive. Once in game though you get a random champions q,w,e, and r (excluding all r transformations or changes). I know this will be hard to pull of but this game mode would be hilarious.
