You can use it on custom. Its a mode that you can disable cast time for skills and flash/ignite.. Where you can practice how to do your combo, juke, or just teach a friend. This is great for teams who wants to simulate a great coordination play.

Also add a map reset voter to it. That way if you want to practice early jungle routes for example you can reset it after you die, or you decide the route you took should be changed without having to set up another custom or anything. It would also let you and a friend practice laning phase/last hitting together and then reset when it gets too uneven or the minions take a tower.
In the sense that you want I would suggest a trinket item with like 1 second CD that resets all your CDs and gives back your resources.
Would have to be a no ip mode though
I've always wanted a practice mode with unlimited gold, an option to reset the map, and the ability to change runes/masteries while in game. Like when I'm practicing jungle, it would be awesome if I didn't have to remake a custom game 100 times.
