No, it is a legacy skin which was only avaible in time of Lunar Revel. However, you can have luck and get a skin shard for it in the Hextech System, reroll it there, get it as (self) mystery gift or have it as offer in Your Shop. Otherwise, you have to wait a whole year to buy it.

Im sorry for ya. on the plus side Warwick is still frequently banned so it's not like you'd be able to play it often in draft/ranked :(
