could it be possible that Tamm is the reason all of the people in the city were fizz originally live went missing Tamm has an unending hunger which would allow him to eat an entire city of people and he could use the ocean to get to different rivers around the world witch is why we would be around fizzs original home furthermore tamm has a very bilge watery vibe to him which is were fizz ended up after he roamed for a little bit so bilge water might not be to far from fizzs og home

Random theory: Fizz's people fought the Black Mist, and once they were wiped out the Black Mist started getting closer to Bilgewater.

It is a black mist that the shadow isles emits every year.The undeads can use it as a form of transportation and use it to take the souls of the surrounding beings

since the undead don't need to breath(and most of them look rather spectral),I'd say that it shouldn't be a problem for them to also attack the ones who live under water.
