Lee sin variations/chromas on the Chinese server?

Was looking at the Chinese league website because I was helping someone with a translation and I saw that they have two variations/chromas for Dragon Fist Lee.

I suppose they are for the Sapphire and Rose chromas, but I'm just wondering, why is this only specific to the Chinese server? The Sapphire one really looks badass.
