Changing VO'S
Is there any simple way of doing it or do you have you to install a bunch of garbage I just want the VO's to be in a different language but not the text?

Nope, Sorry RIOT Hates us weebs. They ruin my weeb dreams by killing the ability to change champion voices via 3rd Party program.

Yea, sadly I think there was a bit of a controversy when the Japanese VO came out because people wanted to use it and some got banned. So i thing you can't....
You could use LVOC, but it only works for the old client.
