Why is there empty space between Demacia, Noxus and Freljord?

I am in love with the new map as it answers/explains some questions but it also poses new ones. The one I am most interested about is why is there a huge open space in the triangle formed by Demacia to the West, Noxus to the East and Freljord to the West. I understand that the Freljord stays in the icy regions so it is too South for it and Demacia might be too peaceful to go and conquer everything. My question is why hasn't Noxus occupied the area, they seem to be all for conquering as much as possible even going East to Ionia, South to Shurima and even South of the above mentioned area. Maybe there would be a story regarding the place? Maybe a Demacia vs Noxus event or the Void finally breaching into the mainland?

Tell me your theories- my best guess is that they will (I really hope so) make a huge Demacia vs Noxus event for the area or that the Void will come out of there starting the new world war (Rune wars style).

Ever heard of "No men's land"? That's basically a huge version of it (also there are some smaller kingdoms caught in betwen those big 3 lol)

So, originally, Targon was going to be in the middle there. However, it was moved to Shurima to tie it closer to the ancient powers of the Ascended and Darkin stories.

Currently, I believe the reason given is that it’s a bunch of independent kingdoms. Which for some reason Noxus hasn’t tried to absorb yet.

If I recall correctly, a rioter mentioned it was because they are neutral independently-ruled countries in between and one of the reasons why Noxus couldn’t just cross them. Though bribing can go along way..

Other kingdoms, Dalamor plains and Rokrund plains are mentioned in Darius and Swain's stories. Same thing with the birthplace of Darius which was conquered by Noxus.

I think of it mostly as a balkanized region, were a multitude of small but fiercely independent kingdoms reside. Difficult to invade because if one gets menaced by Noxus or Demacia, the other would assemble fearing to be the next ones, and also unstable and insevcure because of constant war between them.

Also, guiding us from the climate map, most of that territory is empty steppes, so it's also not a very lucrative land to conquer.

They're independent neutral states that neither party can take without provoking the opposition.
