I would call Orianna a VI (virtual intelligence) rather than AI (artificial intelligence) since she didn't exhibit any signs of self-awareness and emotions, like Blitzcrank did. She's essentially a hollow clockwork automaton built as a replacement daughter and only imitates human behavior. Considering that Heimerdiger works at the Piltover's Academy of Science and Progress, I think he'd have respect for the work of his fellow colleague, Corin Revek. Viktor, on the other hand.. Orianna is listed as his rival - I don't think he'd have anything personal against a dead robot, but that robot was built to try to become as much human as possible, while Viktor views machines as a superior form of existence. He'd be probably annoyed by the intentions of Orianna's creator, Corin. Using machines to try to do completely opposite of his Evolution.

First, we'd need a definition of what "techmaturgy" is, exactly, and its relation to hextech. So, for starters, I assume hextech uses runes as primary/secondary components, and techmaturgy doesn't.

Orianna was built out of Clockwork, and exhibits complex AI seen only bested by Blitzcrank. I'd say Viktor would have a good view on her, probably see her as a poster girl for his Glorious Revolution. Heimer... eh, can't say much. AI isn't really his field. He'd probably be impressed by the technical skills of Corin Reverek, but besides that, don't think he'd give much thought to her as a "person".

For Viktor I'd say Orianna is basically the complete opposite of what he wants. Viktor is a human who tries to become a machine, while orianna is a machine that tries to be human.
