So with the release of Runeterra Map, Soraka is listed as a Targon champion, however once you are linked to her page she is listed as an Ionian champion. Is it safe to assume that her updated bio will put her with Targon?

She's a banished Celestial, and Ionia is where she ended up after that I guess.

As to why she was banished? No clue, maybe she opposed the will of the collective and objected the enslavement of AurelionSol ? Anyways, it's not even sure she remembers exactly what she is, we don't know if banishing in a targonian sense also means wiping your brain so you could never again pose a danger to them...

Pretty much all the targonchamps have to do with the stars and other celestial bodies and sorakas whole kit is based around stars and celestial energies.

She is a celestial Targon makes way more sense. I like League's multi-regional champs. People who go from one place to another and embody multiple cultures. People like Taliyah Udyr Ivern Kayn Riven Urgot XinZhao

It would be cool if she fell from Targon's silver city in the sky, landed in Ionia, did Soraka stuff there (what if she basically started Ionia's Harmony movement by teaching her compassion to the ancient Ionian and then people like Karma took it and ran with it) and then finally goes back to Targon to do whatever it is she needs to do now.
