They have a lot in common with each other, both appearance and that they are both also villains. I'm assuming their lore must cross somewhere.
He died in the comic, I doubt he has anything to do with Jhin. It's true Jhin took some technology from Piltover to equip himself with which probably explains the similarities in the arms, I think the overall look is just a coincidence however.
I could easily see Jhin simply digging Piltover fashion. After all Jhin isn't very fond of the ionian traditions and I feel like he would really fit into piltovers culture.
