Vlad resurrected Sion?

I was watching the Sion reveal trailer and noticed the central figure looked familiar. At first I thought it was maybe Le Blanc, but the attire didn't match up. Inspecting more closely, it looks like the figure is Vlad.

Vlad has the power to bring back the dead? I thought he was a more blood control-y kind of fellow, more than a necromancer. Is it supposed to be Vlad? Thoughts?

Vlad, being a Hemomancer, was probably called to open the crypt with jarvan's blood.

well if you think about it, it makes sense because first of all vlad is noxian and second why would he not use this as an opportunity to practice his craft as it says in his lore.

I'm also curious about the identities of Petal and Thorn. Is Elise Petal and Swain Thorn? I read somewhere that this was the case.
