WTF is this skin art for SWAIN?

https://nexus.leagueoflegends.com/en-us/2017/02/before-theres-splash-art-theres-feeney-art/

its placeholder like in Unity coding when you write a Debug.Log statement or //comment before finishing the acctual script

It's temporary art intentionally made low-quality so Riot won't forget to change it before launching the rework.

True Art!
