The whole point of that camera angle and pose was to put you in a POV of a helpless person reaching for Soraka's hand. Because her whole character is built around being a hand of caring and protection. And the Skin was designed in that particular fashion. I don't think they designed the skin like that JUST so the splash art would look kinda hot.

Of course she's topless. She has NO clothing, and no need of it. But at the same time, she of course, does not have nipples.
