@Katey: Chromas and Champion Budgets

Hi, Katey! This might not be exactly your area, but it's related to skins, and even though SuperCakes did the Chroma post, you just always come across as so accessible to the player base. [slayer-pantheon-thumbs] So the chroma pipeline, which had been causing a conflict of interest with the skin pipeline is now "better optimized," they tell us. What I understand from this is that chroma development will not be slowing down skin development. Is it, however, potentially going to impact "champion budget," which is to say, what a champ gets and when? For example, it's been a while since has gotten a skin, and she's currently eligible to be chosen for a skin (so far as I know). She has no chromas. If she were to receive a chroma set, would that mean that a possible skin would be delayed because she'd have already been "budgeted" something and some other champ else needs to have something done for him/her? Or would it not make a difference? I know you frequently base the decision on who will fit whatever theme/thematic you're doing, so it's not clear (to me, at least) whether or not getting a chroma would potentially delay a champ getting a skin.
