PROJECT skins creator... Viktor?
I think Viktor is a likely candidate for the creator of the PROJECT skins... I mean his whole thing is the glorious evolution and whatnot... Could these have been part of the final steps in his plan?

Doubtful, as Viktor's already leading the Battlecasts.
A more likely culprit is Professor Stanwick Pididly, the man who stole Viktor's credit for the creation of Blitzcrank and used what he learned from Viktor to augment Urgot.
Not the kind of work viktor likes, project skins are cyborgs, viktor goes for full robot.
Considering that no one bothered to check for yi,after that scientist died,I think it is possible that this scientist was actually the one who created them. He got killed by Yi and then yi was locked up there until project fiora found him.
Maybe the project Skins are actually Androids, created to replace the original champions
It's not his style however. It's too plasma and such. Not enough red and black. It looks more Heimerdinger in my opinion since Heim created the Mecha skins and they share some styles, such as Mecha Aatrox's wings and PROJECT: Yasuo's wind wall.
Sorry, but he already made the Battlecast line, hence the Creator Viktor skin.
Why the hell every single time that Riot creates something related with hextech or a scientist, people assumes that it was Viktor the one who created that thing?
The skins are too showy to be Viktor's design. It's why Battlecast Alpha Skarner looks like one of Sid's hybrid toys in Toy Story
