When will the rest of the skins be sorted into their universe or marked as not having one?

I ask because clearly, some of the skins sets are unsorted (Ex. Arcade/Warring Kingdoms/Highnoon aren't sorted as a universe in the client). Some are clearly tied together (Project and Program) while at the same time seems to be connected to another universe (Project Kat splash showing Battlecast Vel'Koz). Then for some reason, Woad King Darius isn't part of the Woad Tribe universe.
