Singed's Chest Belt

What are the chest straps on Singed's upper body meant for?

Are they meant to hold his shoulder pads, the massive bottle on his back, both?

Trying to figure this for drawing/character design purposes. I've been trying to draw Singed and fully his model and design, I just can't figure out what those chest straps are meant for, unless they're just meant to look cool.
