What are the chest straps on Singed's upper body meant for?

Are they meant to hold his shoulder pads, the massive bottle on his back, both?

Trying to figure this for drawing/character design purposes. I've been trying to draw Singed and fully his model and design, I just can't figure out what those chest straps are meant for, unless they're just meant to look cool.

It looks as though the strap across his chest keeps his giant chemical bottle in place, like a backpack of sorts.

that's what I've concluded as well. Now my question is, how do the shoulder pads stay in place? Are they glued to her shoulders? I suppose it doesn't matter unless you really care about realistic character design. I'm just curious now ever since sketching him earlier today.
