With the new GGMF Skin, should it be considered a new Skin tier?

Hi hi, With the newly released Gun Goddess Miss Fortune skin, there has been a major wave of backlash on most forms of communication. Whether it be Reddit, the Boards, Youtube, or Twitter. Most of the backlash is revolving around the feature with the skin being her suit changing. Ill be using reddit user LastDreamy's post, (https://www.reddit.com/r/leagueoflegends/comments/82iu8o/gun_goddess_mf_shouldnt_be_ultimate_and_here_is/) detailed information about past Ultimate Skins and this new Ultimate skin. Give it a look as it was well made and brings up very good points about how past Ultimate skins have been made.

Now, GGMF was said to have her price be lowered to be 2750RP instead of being 3250 (About 20$), which is said due to her skin being above a Legendary Tier but below typical Ultimate skins. Now, what can we do to fix a bit of the backlash? I say we should make GGMF on her own tier for pricing, in terms of a midpoint between Ultimate and Legendary. For those skins that are too good for being a Legendary but too bad to be a Ultimate. It'd fix some of the backlash of how Top Laners should've gotten the next Ultimate skin, and could set some new guidelines for this skin tier.

Of course, there's probably something stopping Rioters from doing this, but I encourage everyone (even you, you sneaky lurking Rioter) to discuss whether this would be a good idea or just be a minimal and not effective.

Yeah I also feel like it is odd that they didn't just make a new skin tier for this one. I mean it is sold at a lower price,so having 2 price classes with the same name is kinda odd.

I just made a thread myself saying the skin is incomplete and that riot should've just made a new middle tier between legendary and ultimate, because I think it's unfair to call it an ultimate skin for the people waiting for ultimate skins now since they are no longer yearly. No one wants to wait 1.5-2yrs for an incomplete ultimate skin. I just feel kind of bad for them.
