The old summoner icons free?

I think... why should the old summoner icons, be free when the new are with rp , I mean shouldn't the new free be and the old with rp and that was I talking to my friends because look at the old ones ,they are the history of the old league of legends right??? The most new players didn't know what were they? am I right?
