Same reason anyone stays in a war torn land. It's your home. Your land. Your world. You'll be damned (maybe literally in this case) if you're going to let someone push you off of it. You're either going to keep it, or be buried on it.

Not to mention that but where do they go? Seek asylum in Noxus? Head to the Shuriman Rust Coast? It's not like these people have an easy alternative to live in. Hell they probably wouldn't even to get reasonable safe passage to Ionia.

Well, they could try to live in Bandle City... lorewise, there are few humans living there... in fact, some pirates have attacked that city in the past.

Yeah but where is Bandle City and the Yordle Lands (horribly named) nowadays, assuming it isn't landlocked and in the middle of the Kumungu or something? Hell if what's been said about Ekko is true in that he's never met a Yordle, then Yordles might be a super rare sight in Bilgewater and various other places in the world.

Yeah, considering the changes on the map, everything is possible...

However, i never understood how Riot said that Ekko has never seen a Yordle, if the yordles are "popular" at Piltover... and Ekko has been in Piltover.

Popular might not equate to populous. A few famous Yordle scientists and hex-engineers here and there doesn't mean Piltover's filled with the little guys.

Some people are too poor to go to other city states(or are wanted criminals in those),some are unwilling to let the undead take their stuff.

And don't forget that in the lore,the harrowing doesn't come at the same day,there can be multiple harrowings in a year,or there can be years without harrowings,so it is not like the people get a deadline when they should leave.
