What is exceptional about Gragas that he is among 140 extraordinary entities?

Riot Scathlocke said: "...champions in LoL are only the ~140 most exceptional beings in the entire setting...". This and recent discussions about powercreep made me thinking: what is exceptional about Gragas then? His old and new lore is just him being enormous for a human, being the best brewmaster in the world and a pretty skilled businessman but while it's pretty exceptional it's not a big deal in comparison to champions like Jax who survived apocalypse (Icathia) and is a beast when it comes to fighting, GP who ruled an entire city state (whose citizens were criminals to the bone) with an iron fist while also stealing serious stuff from largest empire in world (he robbed Swain out of his flagship) or from Zed's order not to mention far more exceptional beings like Aspects, Demigods, Ascended.

What criterias must one fulfill to be considered a champion and what criterias did Gragas fulfill?

Gragas is the truest hero of the game. In a world of demigods, lords, Titans, and monsters. He stands for the common man. A celebration of the exceptionality of the mundane existence. His goals are not the lofty nonsense of high fantasy but of the quality that we all find in ourselves.

He is the Leopold Bloom of Runeterra, demonstrating that human life and desires are as noteworthy and as epic a tale as any overpowered champion.

Or he’s just an outdated champion with an old design that I like and don’t want Riot to change. Either way works.

As was stated in the powercreep thread, Gragas extraordinary ability is to be drunk literally all the time.

I'd imagine Gragas is a pretty decent fighter himself, alongside his strange relationship to alcohol and his already enormous size. I wouldn't expect, in reality, that he'd last too long against OTHER 'mortal' Champions with things such as Guns or Professional Murder Training, but he's definetly on the rougher, messier fighting style in a sense?

He is much larger than average human because of the glyphs on his body and has a very rare shard of true ice in the cask he carries. This very cask was once used to trick Ornn, a Freljordian deity. Oh and he can down a lot of Grag.

I'd assume a few of these things.

In the old lore Gragas was actually imbued with magic from drinking wine that had been irradiated by Summoner's Rift during the brewing process, making him supernaturally powerful in addition to his size. In the Freljord rewrite he was changed to just being a big guy.
