Shes been out for like a century and compared to all the other splash arts, she looks old and off.
Ingame she just looks like a big blue flying stick, u can hardly make out that its a bird. Pretty much everything about her needs a VU.

In my opinion, her model looks pretty decent. Her abilities are okay looking. The biggest no-no with her is the splash though. It's pretty bad. But otherwise, all she needs is a new splash and maybe a few new VFXs.
Anivia is far from the worst champion (visually) as well.

She currently shares a boat with Udyr. Where riot sat down and said "Hey instead of giving this champ's classic skin a visual update lets not do that and just charge people lots of RP for it and call it a legendary/ultimate skin."
Basically Riot said fuck the players if they want the Visual update you have to buy Blackfrost Anivia/SG Udyr.

But her base model is terrible and so are all her other skins.
Her abilities are also as if they were made out of clay.
She doesn't need a skill rework though, i love her like she already is. I don't want another champion ruined to fit into the overloaded kit meta

She actually got a new texture at the end of 2013,so she is probably considered to look quite decent in terms of visuals.(not great,but not bad either)

Although I agree that she does need a VU desperately (well, for me any champion with a splash that has just a color in the background rather than an actual place in the background qualifies something being updated) I feel she needs to be placed in the same boat as Poppy to draw some more attention to herself because I can't tell you the last time i've gone against an Anivia.

I think the texture update did wonders for her. So, she looks fine now in her current state for me.
The splash art is terrible, though. So, I agree with updating the splash (maybe to the Chinese one, like Mcrarburger suggested).
Wasn't a new Anivia splash leaked on accident towards the end of season 4?
I feel like these champions (classic skins) need a VU :

Blackfrost and Hextech Anivia are two of the best skins in the game, meanwhile
