Any reason why Woad Scout Quinn wasn't given a chroma?

Title. I was under the impression that they were only giving the snowdown themed skins chromas, but seeing Frostblade Irelia means that isn't the case. With this in mind I'm just wondering: why is Quinn's decidedly winter themed skin being forgotten/passed over?

Woad Scout Quinn isn't part of any of the Winter themes, she's part of the Woad line with Darius and Ashe. They moved Frostblade Irelia into the Winter Wonder set of the larger Snowdown theme

Yeah Woad Scout isnt really... snowdown themed. Definitely does not have any kind of festive feel to it.
