I've been doing research on it but came up with nothing, anyone know what's going on?

Gonna have to go with Star Guardian Urgot on this one. You can't deny the implications in the Splash. It's painfully obvious.
You are mistaken. The splash art on TFs champion page always looked like this ever since they added the current one.
I remember that a lot of people talked about that when Kalista marked TF as a betrayer(similarly Zed has a shadow in his splash on the official site).
I guess that it is simply an early version of the splash art and that the one ingame was altered to reflect his cards a bit better.
I'm going to say they changed it because maybe they didn't want it to look like he has a special deck of cards, rather they wanted it to look like any card he wields is special.
Then again, your guess is about as good as mine.
I mean, it's been a long while with no info. Looks pretty troll to me. Perhaps it has something to do with the Bilgewater events? That was around that time, if I'm not mistaken.
I can't read any Asian languages, but there's something written on the back of the card in his hand -- can anyone read it?
