Heart Seeker Quinn Disappointment
What a joke. Over the past few year Riot's skin team has really stepped up and produced lots of high quality skins of a wide variety of themes for lots of champions. Quinn's newest skin however, completely shits the bed in comparison.
Of the 134 current champions in the game, only 31 do not yet have a skin in value of 1350 or greater

Of these 31, eleven have less than five skins


I'm not going to try and argue in favor of champions like Cassiopeia, Evelynn and Yorick who have not received skins in many, many years.
I am here to complain about Quinn's forth skin, and how Riot has dropped the ball.
December 6th: Two new Heartseeker skins on PBE. Lucian 1350 and Quinn 975. This is the first issue. They both have three skins currently. But Lucian's Project skin is 1350 plus his classic outfit has three chromas. 2016's two Valentines skins, Heartseeker Orianna (1350) and Sweethear Sona (975) prices made sense because Sona had recently received her DJ Ultimate skin and Orianna did not have any skin worth more than 975. 2015's two Valentines skins, Heartseeker Varus (1350) and Sweetheart Annie (750) follow in a similar fashion. Varus only had three skins at that point in time (Arctic Ops being the only one above 975) while Annie had eight skins at that point in time (Annie in Wonderland being a legendary skin).
Why did Lucian get the 1350 skin instead of Quinn?
December 7th: Riot releases the first changes to Heartseeker Quinn. Changing the top of her stockings into something stupid The community on reddit.com/r/QuinnMains was displeased with this change and sent dozens and dozens of suggestions, picture edits and all kinds of feedback to the dedicated Rioter on Twitter to no real success.
Why were the stockings changed when the issue could easily be solved by making the skin 1350 and giving her a fixed model?
December 8th: Colour adjustments, no issues with those changes but still upset with the new tights.
December 12th: KateyKhaos tweets out "final texture changes for Heartseeker Quinn."
This is the biggest issue I have right now. Riot checked off Heartseeker Quinn as "done" by the twelfth of December. That was 42 days ago. Even with Christmas/New Years adding up to two weeks of days where the skin can't be worked on that is far too much time for this.
January 3rd: Splash art is released.
January 11th: Patch 7.1 hits live with Heartseeker Quinn in the same state it was a month ago.
January 25th: Patch 7.2 will hit live and Heartseeker Quinn is still not released. This means that they will have had 43 full days to tweak and edit Heartseeker Quinn and STILL get it ready to be shipped in patch 7.2 (assuming it's even going to be released this patch). Hell, with two weeks between patches they could've taken 51 days to work on the skin, ship it in Patch 7.3 on February 8th and be ready six full days before Valentines day.
So why the hell not??
Why was Quinn not chosen for the higher tiered skin? Especially to Lucian who already has a 1350 skin?
Why was all of the feedback from the Quinn player base basically ignored?
Why was the skin marked as "done" so far away from its patch shipping day?
Why was it scheduled for a patch four full weeks before it should have been?
How does the skin team produce over a hundred high quality 1350+ skins but shit the bed on this one?
