I can explain this splash art. This art was originally the Chinese version. They were trying to make Nunu look Russian, because that is what they associate when they think about Nunu's arctic theme. Unfortunately, it can be difficult to accurately portray people of other races as people have a tendency to over-exaggerate features which they see as distinguishing other groups from their own, such as the Eastern-European wide-set eyes and strong brow, thus we have this splash art...

Fiddlesticks, Nunu and Udyr are currently the most outdated champions ingame, Jax is pretty close too
