Basically, Safari Caitlyn should have long hair! Her splash art is very clear about her long brown hair, and not to mention this is a 975 skin, but looks currently like a 520 if we're going to be honest, adding the hair, which in my opinion should be similar to candy cane mf's length. This isn't a huge deal, but I am bothered that the splash art is highly inaccurate. I'm sure a lot of you feel the same!
There is a reason of why that skin is not in the shop anymore, you know?
Skins like Safari Caitlyn are in the vault because it is not up to par with current skins on sale. Usually, they come out of the vault for specific events or just to have them out for a sale or two, but they're never held to the same scrutiny the newer skins are.
For example, if I had to buy lets say, Dragon Trainer Tristana, or Magnificent TF, I'd instabuy Dragon Trainer. TBH a lot of the older skins are more for "ooh it's not sold often, let me buy this" more than "this skin looks super cool!"
