Jhin for a few reasons.
First, its from his perspective, as he is looking at himself in the mirror. Second, I believe that is a dead body in the background. Third, the mirror got shattered by a bullet, and the fractures in Jhin's reflection make it even more unsettling. The bullet also complete broke the part of the mirror that would have reflected the dead person in the background, which is nice censorship, but also makes it unsettling because you wonder just what Jhin did to them. Fourth, he's just so calm.
Over all, Jhin's splash art is just eerie as hell. He just killed someone, and he just stands there and stares at himself in their mirror.

Shen's base splash art is pretty snazzy looking, the bits of him fading away as he teleports in with his ult and the color palette in general just look nice.

I might be biased but I'd say Yasuo's splash arts are all great, especially Nightbringer.

the best splash used to be Blood Moon Akali before the rework. However, now I would have to say that it is Blood Moon Aatorx
I was surprised they made Aviator Irelia so good after her rework. Its got this great old time feel and was a direction I didn't expect.
A lot of the Cosmic splashes look really cool too. Something about the scale and how they delicately interact with these beautiful galaxies.
As far base splash arts, I think any splash that conveys a Champ's personality or theme is great. The cozy closeness of Nunu & Willump's, the creepy uncomfortable fractured mirror of Jhin's, the Renaissance-like framing of Kayle and Morgana's, the detailed background of Pyke's sunken ship, the joy of Lux's light magic unleashed, the playful attitude of Zoe's pose, the cute curiosity of Gnar's, the earthy tones of Taliyah's art, the coolness and mystery of Akali's...I could go on, but there really are a lot of great splash arts.
Splash arts lately have been stellar all around. There are some really talented artists working on these.
