Corporate Mundo Skin Legendary?

Looking through my skin collection I noticed that corporate Mundo is considered a legendary skin. It has some great features such as changed voice lines, jokes and taunts but besides that not much is different. Besides his briefcase his skills look no different and his back is even the same as the original skin! Why is this skin not as awesome as the other skins in the "legendary" category? Any thoughts?

It's really, really old. That's why. There are some other really low-quality old legendary skins, like Annie in Wonderland (not even a VO!), The Magnificent Twisted Fate (also no VO!), and Gentleman Cho'Gath.

Because if a skin is in the category of Legendary, the category of that skin does not change after the release.

When that skin of Mundo was released, the only thing that a skin needed to be considered legendary was a new Voice Over.
