Summoner Spell Lore

There is a lot of thought and time put into the lore of champions and abilities so that their abilities make sense with the champions, but what is the lore behind why every champion in the game can use the sommoner spells (heal, ignite, exhaust, smite, etc.)?

They dont use those spells, Summoner Spells are not canon, but in the old lore they were used by the summoners (us) to support our champions in the fields of justice.

Just gameplay that has nothing to do with lore. Otherwise garen wouldnt be running summs ever. Or ult.
