If Azir was brought back to life during the rise of the ascended video (assuming that it is canon) then why doesn’t he rebuild shurima and gather the remaining acended/darkin.

I think on the Aatrox AMA someone said the Darkin would be more likely to fight Azir than follow him. He might be able to pull it off, but he'd really have to flex those leadership skills. Although Nasus would buddy up with him eventually.
Well he could, that remains but he has xerath to deal with where xerath is just so powerful, he can littlery fight the void himself. Thus the factor of Azir beating xerath comes at a long war. Plus no one even knows if Azir can go beyond sand let alone if his whole army is the sand itself. But Azir is younger then the darkin, so it’s doubtful they will yield to a young emperor or leader.

And ascension is different than being an aspect of targon or its polar opposite
Because what Azir has been up to since resurrection is entirely unclear, as that story has yet to be told.
Although we know Azir has rebuilt Shurima, because nomads from across the country have (what would you call the opposite of an exodus?) flocked back to the capital. And im pretty confident there aren't any more Ascended hanging about, most killed off by the humans apart from the playable Ascended we have.
I doubt azir can control them, as azir is basically all mighty but then no one knows if his army can even leave shurima but then again it’s magic and not pure sand
